Project MORE
Project MORE, Mentoring in Ohio for Reading Excellence, is a scientifically based reading research volunteer reading mentoring project for students with disabilities, that has demonstrated statistically significant reading results since 1999. Independent research findings consistently report students with specific learning disabilities make month for month reading level gains when they are 1:1 reading mentored four times/week for 30 minutes.

Restraint and Seclusion Legislation Introduced in the Senate
CEC and CCBD recommendations are key elements of proposed legislation:
Arlington, Va., Dec. 10, 2009 Sen. Chris Dodd (D-Conn.) introduced legislation yesterday to protect children from misuse of restraint and seclusion practices. The Preventing Harmful Restraint and Seclusion in Schools Act, which includes recommendations from the Council for Exceptional Children (CEC) and its division, the Council for Children with Behavior Disorders (CCBD), was introduced simultaneously in the House of Representatives by Rep. George Miller (D-Calif.) and Rep. Cathy McMorris Rodgers (R-Wash.).

Ohio Special Education Scorecard
The National Center for Learning Disabilities has issued special education scorecards for every state in the nation, with enrollment statistics, including students with learning disabilities who are enrolled in special ed, student performance on key indicators, federal funding to states to support special ed, and the state's latest rating by the U.S. Department of Education on its State Performance Plan (data as of September 1, 2009).

Cradle to Prison Pipeline Campaign
Nationally, 1 in 3 Black and 1 in 6 Latino boys born in 2001 are at risk of imprisonment during their lifetime. While boys are five times as likely to be incarcerated as girls, there also is a significant number of girls in the juvenile justice system. This rate of incarceration is endangering children at younger and younger ages.

SpankOut Day USA was initiated in 1998 to give widespread attention to the need to end corporal punishment of children and to promote non-violent ways of teaching children appropriate behavior. Mini-grants are now available for non-profit organizations, churches, and schools.

ODE Policy on Seclusion and Restraint and continued work update
On August 3, 2009, Governor Strickland signed Executive Order 2009-13S into law. The Executive Order ordered various state agencies, including the Department of Education, to immediately adopt a policy on the use of restraints, including a ban on the use of prone restraints.

It is important to note there have been no changes to the services provided through the Ohio Home Care or Transitions MRDD waivers. However, the Ohio Department of Education (ODE) and Medicaid are implementing a new funding mechanism for schools called the Medicaid School Program.

VSA arts of Ohio Young Soloists competition applications
Annually, VSA arts of Ohio selects three musical artists from Ohio under the age of 25, as the Young Soloists of the year. The Young Soloists demonstrate outstanding talent in vocal or instrumental music. The Young Soloists are selected through an adjudicated process in late December and notified of their award in early 2010. Adjudicators review the recordings to select winners who receive cash prizes and will perform at an awards celebration May 1, 2010. All applicants will be forwarded to the National Young Soloists Contest sponsored by VSA arts in Washington D.C. and may be invited to perform at other statewide events throughout the year. DEADLINE for entries is December 1, 2009.

The website Bookshare.org has announced exciting news! Book scans can now be shared through a special exemption in the U.S. copyright law that
permits the reproduction of publications into specialized formats for persons with print disabilities. The website provides access to books that are stored online as well as add books to the collection. Free memberships for qualified students with disabilities are currently being funded by the U.S. Dept. of Education Office of Special Education Programs. May/July 2008: Special Ed Vouchers Proposed Again
The legislation which would allow students with disabilities to receive special education vouchers to pay for tuition at private schools is making a comeback in the Ohio legislature. Senate Bill 57, sponsored by Senator Kevin Coughlin, R-Cuyahoga Falls would create a five-year pilot program beginning in 2010 for up to 7,500 students or about 3% of the state's 250,000 special education enrollment.

Ohio's Medicaid Buy-In for Workers with Disabilities (MBIWD) began April 1, 2008. MBIWD allows individuals with disabilities who are working to qualify for Medicaid with higher income and resource limits, and buy-into Medicaid by paying a premium based on income.

May/July 2008: OLRS Sues To Protect Autism Services
The Ohio Legal Rights Service (OLRS) filed a motion and complaint on May 2, 2008 in the U.S. District Court, Southern District of Ohio, seeking a temporary restraining order and declaratory and permanent injunctive relief prohibiting the Ohio Department of Job and Family Services (the agency responsible for the administration of the Medicaid program in Ohio) and the Ohio Department of Mental Health, from enforcing proposed rules that would eliminate Medicaid reimbursement for medically necessary services currently delivered to children with autism.

May/July 2008: Activities For Families 'On The Go'
On The Go is a set of free parent-child early literacy materials, recently created by Washington Learning System. These materials include 14 activities designed to be used outside the home, in the car, while walking, during bus rides, etc. The activities encourage early language and literacy development from birth through preschool. They are appropriate for children with disabilities as well as children who are developing typically.

March/April 2008: State Board Approves Some Special Ed "Operating Standards"
At its March 10 and 11, 2008 meeting, Ohio's State Board of Education approved the new special education Rules 01 through 04, and 06 through 09. These rules, along with 05 (due process and procedural safeguards) and 11 (preschool special education) make up the new "Operating Standards for Ohio Schools Serving Children with Disabilities," which follow the IDEA 2004 law, P.L. 108-46, and its federal regulations issued October 13, 2006. These new "Operating Standards" will become effective on July 1, 2008.

At the end of the year we would have a little celebration for the kids with cake, punch and door prizes for everyone. The Justice Department announced on March 1, 2006 that it has filed suit against the State of New York alleging violations of the Help America Vote Act of 2002 (HAVA). The lawsuit was filed in the U.S. District Court for the Northern District of New York, in Albany. The federal Centers for Medicare and Medicaid Services (CMS) notified the Ohio Department of Job and Family Services in August 2004 that the state of Ohio was out of compliance in the structure and processes that served as the framework for the CAFS program. Fiscal constraints at both the state and local level made further expansion difficult and resulted in the decision by the state to end the CAFS program effective June 30, 2005.

H.B. 66, the FY 2006-2007 appropriations bill, is a $51.2 billion biennial state operating budget that included a major overhaul of the state tax code and a big push to reform Ohio's costly Medicaid program. As for the rest of state government, the budget provided stability for the majority of state programs with flat funding being considered a relative win in most state program areas.

What Works Clearinghouse (WWC)
The WWC releases study, intervention, and topic reports. A study report rates individual studies and designs to give you a sense of how much you can rely on research findings for that individual study. An intervention report provides all findings that meet WWC Evidence Standards for a particular intervention. Each topic report briefly describes the topic and each intervention that the WWC reviewed.
