Free Conference "English Language Learners:  Referral or Not"  Preschool Version Day 2

Steven will examine the issues of acculturation and knowledge belief systems, their practices and results as it applies to English Language Learners (ELLs) in relation to the educational system and Preschool.  He will go on to discuss issues that can arise if the child is an English Language Learner, in relation to diagnosing a disability, as well as the issue of disproportionality.  He also discusses some possible solutions to misdiagnosing children who are ELLs and the use of the Critical Data Process which brings together key staff to process critical data related to special education referral versus intervention outside of special education services.

Learning Objectives for Day 2

  • The participants will know and be able to articulate some of the core issues related to the belief systems that support the ongoing disproportionality of Language learners being qualified for special education.
  • The participant will know information, stories, data and research needed to impact belief systems (your own and others).
  • The participants will be able to begin using the Preschool ELL Critical Data Process with their teams, or improve their skills if already using the process.

Steven Gill has worked as a school psychologist since 1993 and is experienced in the areas of emotional/behavioral disabilities, autism, and gifted children. He has also worked extensively with students who are English Language Learners (ELLs). His work and research have been published, and he has presented his research at various conferences. Through extensive graduate work, he created the ELL Critical Data Process. Steven has trained over 3,000 educators on the process across more than 50 school districts. He is currently with the Kent School District in Washington State.
