Free Conference - "English Language Learners: Referral or Not" K-12 Version Day 1
Steven will examine the issues of acculturation and knowledge belief systems, their practices and results as it applies to English Language Learners (ELLs) in relation to the educational system. He will present a brief overview, providing a short history of events in special education, as well as the various categories and eligibility. He will go on to discuss issues that can arise if the child is an English Language Learner, in relation to diagnosing a disability, as well as the issue of disproportionality. He then discusses some possible solutions to misdiagnosing children who are ELLs. Steven will conclude with a discussion of the English Language Learner (ELL Critical Data Process which brings together key staff to process critical data related to special education referral versus intervention outside of special education services.
Learning Objectives for Day 1
- The participants will know and be able to articulate some of the core issues related to the belief systems that support the ongoing disproportionality of Language learners being qualified for special education.
- The participant will know information, stories, data and research needed to impact belief systems (your own and others).
- The participants will know and be able to articulate some of the problem areas related to accurate evaluation of language learners for the possibility of special education.
- The participants will be able to begin the process of using the ELL Critical Data Process or increasing your skills in using it.
Steven Gill has worked as a school psychologist since 1993 and is experienced in the areas of emotional/behavioral disabilities, autism, and gifted children. He has also worked extensively with students who are English Language Learners (ELLs). His work and research have been published, and he has presented his research at various conferences. Through extensive graduate work, he created the ELL Critical Data Process. Steven has trained over 3,000 educators on the process across more than 50 school districts. He is currently with the Kent School District in Washington State.
